When Hurricane Katrina hits New Orleans Detective Devereaux (Kilmer) loses his partner in the storm but suspects foul play and launches a full investigation.

Lawlessness in the devastated city reaches boiling point forcing Devereaux and his new partner (Jackson) to delve deeper and deeper into the criminal underworld.
What follows is an adrenalin fuelled ride through the city as Kilmer and Jackson confront the violence head on to stop New Orleans going into complete meltdown.
